This guide walks the clean path: a freelancer who has not registered yet, wants to start clean from this taxable year, and earns under ₱3M annual gross. Pick Your Path Before You Open ORUS

  • Operating under your legal name, online income only → Skip DTI. Go straight to ORUS Form 1901. Elect 8% on first 1701Q.
  • Want a business name (e.g. “Mindanao Design Studio”) → DTI BNRS first (₱2,000, 1–3 days), then ORUS Form 1901 referencing the BN certificate.
  • Have an existing TIN from a past employment → ORUS account creation links to the existing TIN. Don’t apply for a new one — multiple TINs is a separate penalty issue.
  • No TIN at all (never employed) → ORUS will issue one as part of the registration flow under Form 1904, then convert to Form 1901 for self-employed status.
  • Mixed income (employed + freelance side gig) → Form 1901 still applies for the business side. The employer continues withholding on the employment side. Annual reconciliation happens on Form 1700 (employee return), with the freelance side reported separately on 1701Q and 1701.

Step 1: DTI BNRS (Only if You Want a Business Name)

The Department of Trade and Industry’s Business Name Registration System is the gateway for any name other than your personal legal name. If you plan to invoice as “Davao Design Co.” or “Mindanao Marketing Group,” DTI is the first stop. If you’ll invoice as “Juan dela Cruz” personally, skip this step entirely.

The BNRS portal handles end-to-end registration. Cost is ₱2,000 (territorial scope: barangay ₱200, city/municipality ₱500, regional ₱1,000, or national ₱2,000 — national scope is what most freelancers actually need). Pay via GCash, Maya, Landbank Link.Biz, credit/debit card, or DTI Teller within 7 days of application or the BN application is voided.

Email delivery of the Certificate of Business Name Registration is typically same-day for clean applications. It is valid for 5 years. Bring (or upload to ORUS) the certificate when you file Form 1901 so the BIR registers your business under that name, not your personal name.

For most online-only Davao freelancers — virtual assistants, copywriters, online tutors, software developers — the business-name overhead is not worth ₱2,000. Personal-name registration is simpler, cheaper, and equally valid for tax purposes.

Step 2: Create Your ORUS Account

ORUS is the BIR’s Online Registration and Update System — accounts are tied to a TIN and a personal email, and once you’re in, the same login handles every downstream update (RDO transfer, tax type change, business closure) without another walk-in.

If you have an existing TIN (most common — you got one during your last employment), use the “Create Account With Existing TIN” path. The system asks for your TIN, full legal name as it appears on BIR records, date of birth, and the email you want to use going forward. A verification email lands within 5 minutes. Click through, set a password, and you’re in.

If you have no TIN (never employed, no past business registration), use “Create Account Without TIN.” ORUS will issue a new TIN as part of the freelancer registration flow. Don’t try the manual Form 1904 walk-in path — ORUS handles TIN issuance for self-employed registrants directly.

Two-factor authentication by SMS is mandatory. Make sure the mobile number you register is yours and active — password resets and registration notifications all flow through it.

Step 3: File BIR Form 1901

Form 1901 is the Application for Registration of Self-Employed Individuals and Professionals. ORUS presents it as a guided form. The fields that matter most for a Davao freelancer:

Line of business. Use the specific service description, not “freelancer” or “consultant.” BIR routinely scrutinizes vague entries. Examples that work cleanly: “graphic design services,” “online tutoring services,” “virtual assistance / administrative support,” “software development services,” “writing and content creation services,” “video editing services.” The corresponding PSIC code is selected from the PSIC 2019 dropdown on Form 1901 — most online freelance services map to Section M (Professional, Scientific and Technical Activities) or Section J (Information and Communication). Pick the most specific subclass; ORUS will auto-fill the numeric code.

Expected annual gross income. Be realistic. Underdeclaring here invites questions later. If you’re starting at ₱40,000/month from Upwork, state ₱480,000 expected annual. The BIR uses this to set up the tax type computation, not as a hard cap.

Tax type. Select “Income Tax” plus “Percentage Tax” if you’ll be on graduated rates, or “Income Tax” only if you’ll elect 8% (the 8% replaces the 3% percentage tax). You can re-elect each year.

RDO assignment. Choose RDO 113A (West Davao) if your residence is in Talomo, Toril, Tugbok, Calinan, Marilog, Baguio, or Poblacion Districts A–D. Choose RDO 113B (East Davao) for the remainder of the city (Buhangin, Bunawan, Paquibato, Sasa, Agdao, Mandug, Matina Aplaya). Mismatched RDOs delay registration by 10–15 days while the application is transferred.

Email and mobile. These become the primary contact channels for all future BIR notifications. Use a permanent personal email, not a work account.

Upload the supporting documents — valid government ID (passport, UMID, or PhilSys preferred), proof of address (utility bill or barangay clearance dated within 6 months), DTI BN Certificate if applicable. ORUS reviews and approves typically within 1–3 business days.

Step 4: Pay the ₱30 DST

Documentary Stamp Tax of ₱30 is the only fee at registration in the post-EOPT regime. Pay it through the ORUS payment portal — GCash, Maya, BancNet Online, or LandBank Link.Biz are integrated. The Certificate of Registration (Form 2303) will not generate until the DST clears.

The ₱30 is technically due on the original document of registration, which under ORUS is the digital Form 1901 submission. Some older guides reference Form 0605 for the DST — that form is no longer required for ARF (annual registration fee) purposes under RA 11976, but is still used for some manual DST payments. ORUS handles the DST without Form 0605 entirely.

Step 5: Receive Your Certificate of Registration (Form 2303)

Within 1–3 business days of DST payment, ORUS issues Form 2303 — the Certificate of Registration. The digital PDF appears on your ORUS dashboard under “My Certificates.” This is the canonical record.

What it shows: your TIN, registered name (personal or business), business address, RDO code (113A or 113B), tax types you’re registered for, and the registration date. The COR has no expiration under RR 11-2024 — it stays valid for the life of the business and is only replaced when registration details change (address, RDO transfer, tax type update, business closure).

What to do with it: download the PDF, save to cloud storage, print one copy for in-person client meetings (some Davao banks and corporate clients still ask). Display a copy at your registered business address — this is technically still required under BIR rules even though enforcement is rare for home-based freelancers.

Step 6: Register Your Books of Accounts

Books of accounts are the BIR-required ledgers where you record income and expenses. The registration is separate from Form 1901 and must happen on or before first use.

For freelancers electing the 8% flat tax (no itemized deductions allowed):

  • Cash Receipts Journal — every Wise/Payoneer/GCash inflow, dated
  • Cash Disbursements Journal — every business expense paid (optional for 8% filers but recommended for personal cash discipline)
  • General Ledger — monthly summary tying the two

For freelancers electing graduated rates (deductions allowed), add a fourth book:

  • Subsidiary Ledger — itemized backup for any deduction claimed (rent, utilities, equipment depreciation)

Books can be manual (physical journal bought from National Bookstore or Mercury Drug) or digital. ORUS now supports registration of both — for manual books, you upload photos of the cover and first page and ORUS issues a QR-coded validation stamp. For digital books (Google Sheets or accounting software like Taxumo or QuickBooks), ORUS issues a Permit to Use (PTU).

The deadline is technically “before first use.” A registration in May 2026 for books opening in June clears the requirement comfortably.

Step 7 (Optional): Form 1906 if You Need Printed Invoices

Most Davao online freelancers never reach this step. ORUS-generated QR-coded invoices are the default and are accepted for all digital-payment transactions (Upwork, Wise, Payoneer, GCash, Maya, bank transfer).

You only need printed invoices if you have:

  • Walk-in clients paying in cash who want a physical receipt
  • Government or large corporate clients who require pre-printed invoice booklets
  • Local Davao retail-facing services (in-person tutoring, on-site consulting, photography studio with walk-in bookings)

If yes, file BIR Form 1906 — Application for Authority to Print Receipts and Invoices. Submit at the RDO with jurisdiction (113A or 113B). The BIR issues Form 1921 (Authority to Print) within 5–10 working days, which you hand to a BIR-accredited printer.

Davao has a small set of BIR-accredited printers — the most-used by RDO 113 freelancers are along Tionko Avenue, F. Torres Street, and inside or adjacent to the BIR compound at Bolton Extension. Printer cost runs ₱1,500–₱3,500 for a standard 5-booklet starter order (50 invoices per booklet). Printed invoices are valid for 5 years from the ATP issuance date.

What Happens at RDO 113A or 113B (If You Need to Walk In)

ORUS handles most cases without a physical visit. The exceptions that still require a walk-in:

  • TIN cleanup for suspected duplicates
  • Manual books of accounts stamping if ORUS QR validation fails
  • Form 1906 submission (for printed invoices)
  • Late-registration abatement conversations (covered in the late registration guide)
  • Closure / cancellation of registration when you stop freelancing

If you need to visit: RDO 113A is on the right wing of the back building at Bolton Extension (behind the BIR Region XI Regional Office). RDO 113B is on the left wing of the same building. Both operate 8:00 AM to 5:00 PM Monday to Friday, with reduced staffing 12:00–1:00 PM. Avoid the first week of April (annual filing rush), April 15 itself, May 15 (Q1 1701Q deadline), August 15 (Q2 deadline), November 15 (Q3 deadline), and the first week of January (new-year backlog).

Bring (two photocopies of each):

  • Valid government ID
  • Form 2303 printout
  • ORUS-issued reference numbers for whatever you’re transacting
  • For books of accounts: the actual books (manual case)
  • For Form 1906: filled-out form + chosen printer’s accreditation details

Walk-in service time is usually 30–90 minutes for routine transactions. Bring a power bank — air-con is unreliable on the upper floors and queue numbers move slowly.

After Registration: the First Three Months

The 1701Q quarterly income tax return for Q1 is due May 15. If you registered in May 2026, your first filing covers January–March 2026 income (the BIR treats registration as effective from the start of the year for tax computation if you elect that way). For most freelancers registering mid-year, the first return is the quarter in which registration happened — so a May 2026 registrant files Q2 1701Q by August 15 covering April–June 2026 income.

Electing 8% locks in on the first 1701Q. Select “8% Income Tax Rate” on the form, and the election applies for the rest of the taxable year. The next year defaults back to graduated unless re-elected.

The annual 1701 is due April 15 the following year. It reconciles the four quarterly filings against the actual annual income, with any overpayment refundable or carried forward to the next year’s first quarter.
